The bilingualism is not developed in a good way in our county. Most of people don’t have a real respect for the languages different of their mother tongue and just learn other languages because they have to, but never learn it completely. For that reason, we don’t develop another language as well as our first language.
But that problem has the exception that confirms the rule. In some parts of Chile, zone where the contact with the native people and native tongue is commoner than the centre of the country, the children develop a sense of respect and love for that languages and they learn as their first languages, commonly the Spanish, for the propose of preserve it across the time.

In my personal opinion, I think that every one have the capacity of learn another languages, but that it is affect for the influence of each family and for that reason in our country it is develop in a bad way, because we don't culture about.
